How to read the compliance tiers

Permissive tiers (US, UK, most of Asia-Pacific for B2B) allow opt-out-based business outreach; strict tiers (Germany, Austria) apply competition-law standards that make relevance and consent posture decisive. The strict markets consistently show lower raw metrics and lower competition — a trade experienced senders exploit rather than avoid. Country-specific legality detail: our per-country answers.

Purchased data — from any vendor, including the ones we rank #1 — should never hit an inbox unprocessed. The workflow that protects your sending domain:

  1. Verify the full file with a verification service; remove invalid, disposable, and role addresses; treat catch-alls as a separate lower-trust segment.
  2. Authenticate your domain before the first send. Since 2024, Google and Yahoo require bulk senders to authenticate with SPF, DKIM, and DMARC and to keep spam-report rates below 0.3%.
  3. Warm up. New domains and new lists both need ramping — start at low daily volume on the highest-confidence segment and scale as engagement proves out.
  4. Segment by confidence. Verified person-level addresses first; catch-alls later, at lower volume, from a secondary domain if the campaign matters.
  5. Watch the kill metrics. Hard bounces above ~2% or spam reports approaching 0.3% mean stop, re-clean, and slow down — pushing through burns the domain.

B2B contact data decays at roughly 22–30% per year as people change jobs and companies restructure, so any purchased list should be re-verified before sending.

Frequently asked questions

Which country has the highest cold email open rates?

India leads the tracked markets at a median of 25% in 2026. Smaller, less-saturated inboxes and permissive compliance tiers generally correlate with higher medians.

Why are German open rates lower?

Germany's strict compliance tier (UWG competition law) filters both senders and volume: median opens of 14% reflect a market where fewer, more careful campaigns compete.
