List Verification Standard: Defining the Protocol for B2B Contact List Verification Before Outreach

List verification is the most impactful single step in cold email infrastructure — more impactful on inbox placement rate than subject line quality, send timing, or copy personalisation. This standard defines the verification protocol that produces campaign-ready lists with sub-2% hard bounce rates.

Standard Criteria — List Verification Standard
Verification Tool Standard
Enterprise-grade SMTP + inbox testing

Acceptable verification tools for professional campaigns: NeverBounce Business or Enterprise, ZeroBounce (any paid tier), Bouncer, Kickbox. Free verification tools or tools without infrastructure-grade SMTP access produce unreliable results and should not be used for lists above 1,000 records.

Verification Timing
Within 7 days of campaign launch

Verification performed more than 7 days before a campaign launches loses relevance as contacts decay continuously. For high-decay sectors (technology, startups), verify within 48 hours of campaign launch. For stable sectors (manufacturing, government), 14 days before launch is acceptable.

Valid + Catch-All Acceptance Threshold
Below 10% invalid (all categories)

After verification, classify records into: Valid (safe to send), Catch-All/Accept-All (sendable but higher bounce risk), Unknown (unknown deliverability status — exclude), Invalid (hard bounce — remove immediately). Include Valid in campaign. Include Catch-All with caution (max 20% of campaign volume). Exclude Unknown and Invalid.

Role-Based Address Exclusion
100% excluded

All role-based email addresses (info@, support@, sales@, admin@, hello@, team@, contact@, noreply@) must be excluded from cold email campaigns. They generate disproportionate spam complaints, are managed by multiple people, and convert at near-zero rates regardless of copy quality.

Post-Campaign Bounce Processing
Within 24 hours

Hard bounces generated during a campaign must be added to the suppression list within 24 hours of campaign completion. Delayed processing risks these addresses being included in follow-up sequences, amplifying bounce damage to domain reputation.

The Five-Step Verification Protocol

Step 1 — Export from sending platform or CSV preparation: ensure the list is in a clean CSV with email address in a single dedicated column. Remove duplicates. Verify the total record count matches your expected purchase. Step 2 — Upload to verification service (NeverBounce, ZeroBounce, or Bouncer): create an account on your chosen service, upload the CSV, and run full verification. Do not use quick-verify or sample-only modes for lists you intend to send. Step 3 — Review verification summary results: check the distribution across Valid, Catch-All/Accept-All, Unknown, and Invalid categories. If the Invalid rate exceeds 10%, do not proceed with the campaign — contact the database provider for a replacement or re-verification of the database. Step 4 — Filter and export verified list: export only Valid and (optionally) Catch-All records. Delete or archive Unknown and Invalid records. If including Catch-All records, flag them in a separate column for monitoring — you may wish to exclude them from follow-up sequences if they generate above-average bounce rates in the first send. Step 5 — Suppression list screening: before importing to your sending platform, run the verified list through your suppression list to remove any previously opted-out contacts. Most sending platforms (Instantly, Smartlead) allow suppression list upload directly. This step must occur after verification, not before — the order matters because verification results reveal records that should be moved to suppression for different reasons than opt-out records.

Interpreting Verification Results

Understanding what each verification status means for campaign decisions. Valid: SMTP connection confirmed the address exists and accepts email. Safe to send. Expected campaign bounce rate from valid records: 0.5 to 1.5% (residual decay since verification). Catch-All / Accept-All: the domain accepts all incoming email regardless of whether the specific address exists. The individual address cannot be confirmed or denied. Catch-All records have a real-world deliverability rate of 65 to 80% depending on the domain — significantly lower than Valid records. Include in campaigns at reduced weighting (no more than 20% of total send volume). Unknown: the mail server did not respond to verification attempts — either rate-limited the verification IP, uses greylisting, or has intermittent availability. Unknown records have unpredictable deliverability. Exclude from cold email campaigns. Invalid: the address definitively does not exist, the domain has no MX records, or the server explicitly rejected the address. Hard bounce guaranteed. Exclude and add to suppression list. Disposable: temporary email services (Mailinator, Guerrilla Mail). Exclude — these addresses are meaningless for B2B outreach. Role-Based: generic functional addresses (info@, sales@). Exclude regardless of verification status.

Building a Pre-Campaign Verification Checklist

The following checklist represents the minimum verification protocol that satisfies the B2B Data Index List Verification Standard. Before every cold email campaign: (1) verify the list with an enterprise-grade verification service within 7 days of campaign launch; (2) confirm that the invalid rate is below 10% — if above, contact the database provider; (3) export only Valid records and optionally Catch-All records; (4) exclude all role-based addresses before import; (5) screen the verified, filtered list against the active suppression list; (6) import the resulting clean list to the sending platform; (7) set up hard bounce processing to suppress bounces within 24 hours of campaign completion; (8) document the verification date, service used, and result summary in the campaign compliance record. Campaigns that follow this protocol consistently achieve hard bounce rates below 2% and maintain sender domain reputation within the safe operating range.
